Purpose

This decision concerns the procurement of a
contract for a Targeted Early Intervention Service for children in
Brent Schools and seeks approval to the direct awards of a contract
to West London Zone.

Content

(1)      To note that the Cabinet
Member for Children, Young People and Schools had granted an
exemption from the requirement to tender for the award of
contract.
 
(2)      To note the considerations
taken into account under Contract Standing Order 89 in approving
the award of contract.
 
(3)      To approve the direct
award of the contract for a Targeted Early Intervention Service for
children in Brent Schools to the West London Zone for a 3 year
period ifrom 1 August 2023 to 31 July
2026 n the sum of £300k.

Reasons for the decision

To enable the continued delivery of the
Targeted Early Years Intervention Service in Brent Schools given
the positive long term impact on outcomes and a review of the
existing contractual arrangements.

Alternative options considered

The direct award of contract has been
recommended to enable the continue provision of service by West
London Zone on the basis of their
experience in developing a strong network of delivery partners, the
strong links developed with Brent Schools and their experience as a
service provider who had co-designed the current operating
model.
