Purpose
To request approval to use a framework to procure building contractors to repair housing stock related to insurance approved works.
Decision
That the Director of Housing:
i) Approves inviting bids under the Fusion 21s National Reactive Repairs & Empty Buildings Framework for Provision of Insurance Works and Housing Disrepair Cases on the basis of the pre-tender considerations in respect of two contracts for:
a. Everyday general repairs
b. More complex cases
ii) Confirms there is sufficient budgetary provision for the proposed call-off contracts.
iii) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision
The Council requires the provision of building works to repair housing stock related to Insurance and Housing Disrepair Cases. It has been determined that the most appropriate means of providing the building contractors to repair housing stock related to internal insurance approved works and housing disrepair is through the procurement of a contract by way of a mini competition under the Fusion21’s National Reactive Repairs and Empty Buildings Framework. As there are two parts of the service – general repairs and complex works – officers recommend the use of two different Lots and 2 separate contracts, with the tenders running concurrently.
