The Licensing Sub-Committee hears and decides on licensing applications that cannot be handled by council officers, typically when there are objections from third parties or appeals from applicants against proposed refusals or revocations. This includes decisions on applications under the Licensing Act 2003 and Gambling Act 2005 where representations have been made, as well as reviews of licenses. The committee also determines applications and appeals related to Hackney Carriage and Private Hire vehicles and drivers, scrap metal dealers, street collections, sex establishments, street trading, and certain registrations for practices like tattooing and acupuncture. It also considers matters concerning animal welfare and caravan sites, with specific exceptions delegated to officers.
