1.
The outline commissioning strategy for Facilities
and Building Management in Bromley be approved,
specifically:
(a)
Proceeding to procurement via a compliant route for
a single provider Facilities and Building Management solution for
Churchill Court Civic Centre site be approved, as set out in
paragraphs 3.6 to 3.22 of the report, for a ten-year contract, with
suitable break clauses and a five year
extension option, at an estimated annual value of
£1.9m (whole life value of
£28.5m);
(b)
Proceeding to procurement via compliant routes for a
multiple provider Facilities and Building Management solution for
‘hard’ and ‘soft’ facilities services for
the wider operational estate be approved, as set out in paragraphs
4.1 to 5.19 of the report, typically for four-year contracts at an
estimated overall annual value of £2.3m (whole life value of £11.6m).
2. Authority be delegated to the
Chief Officer for Renewal, Recreation & Housing to approve and
implement the detailed procurement strategy (Gateway 1) for each of
the required procurements proposed in the outline commissioning
strategy, subject to Agreement with the Portfolio Holder for
Resources, Commissioning & Contract Management, the Assistant
Director Governance & Contracts, the Director of Corporate
Services and the Director of Finance, noting that any contract
awards arising will be subject the normal governance decision
making procedures.
3. A modification to the current
Facilities and Building Management contract for Churchill Court be
approved to extend the contract term from 1 August 2025 to 31 March
2026 at an estimated cost of £1.17m (revised whole life value of
£5.02m) to allow sufficient time
to conduct and complete a compliant procurement, including any
mobilisation period required.
