Purpose

Seeking approval of the Local Transport Plan 5 and supporting Freight and Logistics Strategy for adoption following public consultation and subsequent amendments

Decision

This report sought Cabinet approval for the LTP5 (appendix 1) and supporting Freight and Logistics Strategy (appendix 2) to proceed to Council for adoption as Council policy. Other supporting documents would be published alongside LTP5 to provide technical information (appendices 4 - 7).

LTP5 and the supporting documents were subject to public consultation between 16th February and 30th March. 347 total responses were received to the public consultation (288 survey, 59 Youth Summit). Overall, there was strong support for the proposed policy approach. There had been no major changes to the draft documents, but a number of minor changes had been made to reflect the feedback received. The main changes were addition of an accessibility theme, accessibility policy and integrated ticketing policy. Wording had also been added throughout the document to clarify the role of LTP5 and the delivery processes. Key changes were summarised in appendix 3 and all changes in appendix 9.

LTP5 had a similar policy direction to LTP4 and builds on the policy approach. However, LTP5 included a greater focus on travel choice and supporting factors. It therefore introduced new policies such as those on education and promotion, personal safety and place shaping. LTP5 also reflected the latest corporate priorities, best practice, policy concepts and government requirements. Key new government requirements included carbon analysis and inclusion of an integrated ticketing policy.

The key message was that LTP5 sought to make it easier, safer and more accessible for residents and businesses to travel while improving travel choices across the county.

RESOLVED

1)      that the consultation results and subsequent amendments made to the draft Local Transport Plan 5 (LTP5) and Freight and Logistics Strategy be noted.

2)      that the draft LTP5 and Freight and Logistics Strategy be approved to proceed to Council for adoption.

3)      that the approval of any minor amendments to LTP5 be delegated to the Corporate Director of Planning, Growth and Sustainability, in consultation with the Cabinet Member for Transport.
