Purpose

Report on offers received to acquire site previously approved for disposal.

Decision

In accordance with the Cabinet Decision on 23 September 2025, the site was widely marketed for residential development taking account of the Mursley Neighbourhood Plan (2021-2040).

Several bids were received and considered. All were subject to planning.

The Cabinet report recommended that the offer from the preferred bidder was accepted by Cabinet. This party had put forward the highest financial offer.

The offer exceeded the capital receipt target for the site in the Medium-Term Financial Plan (“MTFP”). The recommended offer and details of all bids received were included in Confidential Appendix 3.

RESOLVED

1. 1.      That the disposal of the Council owned site in Mursley (See Appendix A) to the preferred bidder on the terms set out in the Confidential Appendix (see agreed Heads of Terms – Confidential Appendix 7) be approved.
2. 2.      That authority be delegated to the Corporate Director for Resources in consultation with the Cabinet Member for Resources to finalise the legal documentation to give effect to the disposal.
3. 3.      That authority be delegated to the Corporate Director for Resources in consultation with the Cabinet Member for Resources to exchange and complete the land sale contract and other related legal documentation.
