This report set out the recommended updates to the Council’s Capital Programme for 2026/27 to 2029/30 since the approval of the budget by Full Council in February 2026.
The Council’s Capital Programme for 2026/27 to 2029/30 was approved by Full Council in February 2026, totalling £628.272m. Since then, there had been slippage of £18.163m (10.4%) in 25-26 which would roll forward in the programme, and new funding had been announced by Government to be added to the Programme. In addition, through the closing of the accounts for 25/26, some projects had now completed with unspent funding, to be removed from the programme, and small number of projects overspent and required funding from contingency.
The revised Capital Programme for 2026/27 to 2029/30 totalled £655.542m. Services had reviewed the profile of expected spend in 26/27 and had reprofiled the programme to align it with their updated delivery plans.
This report detailed those changes for recommendation to Cabinet. The recommendations in this report complied with the Capital Gateway Process.
RESOLVED that the recommended changes to the Capital Programme be approved:
- 1. £10.794m of additions to the Capital Programme, which are funded from ringfenced grants and s.106 as set out in section 2 of the report.
- 2. £4.116m of removals due to completion or underspend of ringfenced-funded projects, as set out in section 3 of the report.
- 3. The transfer of £0.037m of underspends on corporately funded projects to the capital contingency, as set out in section 4 of the report.
- 4. The release of £0.115m from the capital contingency as a technical adjustment to fund overspends in 25-26, as set out in section 5 of the report.
- 5. The reprofile of £30.707m from 2026/27 into future years as set out in section 6 of the report.
