To issue a new ice cream concession licence for the site near the river frontage, on the Higginson Park land that forms part of the assets of the Higginson Park Charity, for which the council is sole corporate trustee

Reasons for the decision

The existing licence, issued in September 2017 for five years, expired on 31 August 2022. The existing incumbent has been holding over and continuing to operate under the terms of that licence.

Carter Jonas were approached to carry out an exercise to obtain expressions of interest to test the market and endeavour to gain best consideration that could be reasonably obtained for the Higginson Park Charity. Two formal offers were received and considered by officers, one of which was the existing incumbent.

These offers have been discussed with the Cabinet Member and Deputy Cabinet Member for the Culture & Leisure Portfolio who are in agreement with the offer to be accepted.

Alternative options considered

Two formal offers were received; in the best interests of the Charity the decision is to accept Offer 2 which was the highest bidder.
