Recommendations:
- 1. To agree to continue to use Gwynedd Council’s Energy Procurement Services Dynamic Purchasing System (DPS) and their procurement agent for the procurement of electricity and gas supply contracts for three years.
- 2. To agree to secure long term gas and electricity supply contracts to allow greater flexibility regarding purchasing to secure better value for money.
- 3. To agree to delegate authority to the Corporate Director of Planning, Growth and Sustainability (PG&S) and/or the Corporate Director of Communities to agree purchases of volumes of energy in consultation with relevant Cabinet Members and s151 officer.
- 4. To agree that external stakeholders (town and parish councils, schools, and organisations managing parts of the council’s operational estate) continue to be given the option to join the council’s electricity and/or gas contracts; AND, the administration fee applicable to external stakeholders; AND, the creation of an additional post in the Energy Management Team to manage external stakeholder matters. That this cost and income is included in the Revenue MTFP as a budget change.
- 5. To agree to continue to purchase at least 25% of grid supplied electricity that’s backed by Renewable Energy Guarantee of Origin certificates.
