Decision

(A)      CALDERDALE COUNCIL ADOPTION OF CALDERDALE VISION 34

It was moved by the Leader,

Seconded by Councillor Patient,

that the recommendations of Cabinet contained in Minute Number 16, be approved

RESOLVED that Vision 34 be adopted as the long-term direction for the Borough which Calderdale Council, partners and local communities would work together to achieve.

(B)         Mass Transit Spatial Development Framework Governance and Local Development Scheme Update 2025

It was moved by the Leader,

Seconded by Councillor Patient,

that the recommendations of Cabinet contained in Minute Number 18, be approved

RESOLVED that:

(a)    the preparation of a West Yorkshire Mass Transit Spatial Development Framework Joint Development Plan Document, Part 1 be approved;

(b)   a Joint Members Committee be established with all West Yorkshire Local Authorities to oversee the drafting of the Joint Mass Transit Spatial Development Framework Joint Development Plan Document, Part 1 be agreed;

(c)    the decision to undertake an initial Regulation 18 Consultation and Regulation 19 Consultation on the draft joint Mass Transit Spatial Development Framework be delegated to the Joint Members Committee;

(d)   Cabinet appoint a Member to attend the Joint Members Committee on behalf of the Local Planning Authority and serve in line with the Terms of Reference (Appendix 1 of the report);

(e)    the Local Development Scheme 2025 (LDS 2025, Appendix 2) to include reference to the Mass Transit Spatial Development Framework Joint Development Plan Document Part 1, to take effect from the date of Full Council, be adopted;

(f)     delegated authority be given to the Director, Regeneration and Strategy and the Head of Legal and Democratic Services to send a copy of the revised Local Development Scheme to the Minister of Housing, Communities and Local Government; and

(g)   the Local Development Scheme 2025 will supersede the February 2025 Local Development Scheme be noted.
