Purpose

To approve the Public Transport teams’ strategy in improving developer funding governance and to note new customer service initiatives when relating to developer funding

Decision

RESOLVED: (Unanimous)

A.    To note the CPCA action plan to improve governance and delivery of developer funding for bus services

B.    To recommend to the Combined Authority Board to approve the definitions of business as usual and strategic activity (outlined in section 2.2 Appendix C).

C.    To recommend to the Combined Authority Board to approve and adopt the Decision-Making Process Chart (outlined in section 2.2 and Appendix A).).

D.    To recommend to the Combined Authority Board to approve a spending threshold of £500,000 per annum and a pooling threshold of £2 million (outlined in section 2.2 and Appendix C) and to delegate authority to the Assistant Director Public Transport for BAU activity; and authority to the Executive Director Transport when pooling funds, in consultation with the Chief Finance Officer and Monitoring Officer to enter into GFA’s and/or suitable contracts following a relevant procurement process as set out in Appendix C.
