The Transport Committee of Cambridgeshire and Peterborough Combined Authority Council met on Wednesday, 9 September 2026, to discuss a range of transport-related matters. Key decisions included the approval of bus service change proposals for several areas, the adoption of a Local Transport Delivery Plan, and the re-procurement of Tiger on Demand services.

Bus Services Reimagined – Final Service Change Proposals

The committee recommended that the Combined Authority Board approve a package of bus service changes for the Fenland, Huntingdonshire, South Cambridgeshire & Cambridge City, East Cambridgeshire, and Peterborough areas. These changes, detailed in Appendix A of the reports pack¹, are the result of a contracted bus services review that considered evidence, consultation feedback, and officer assessments. The aim is to create a more sustainable network that is better aligned with passenger needs, while remaining within budget and improving reliability and frequency where demand is strongest. Delegated authority was approved for the Assistant Director, Public Transport, to implement these proposals, including finalising procurement and awarding contracts, subject to affordability and legal compliance.

Local Transport Delivery Plan (LTDP)

The committee recommended that the Combined Authority Board approve the LTDP allocations for Cambridgeshire County Council and Peterborough City Council for the period 2027-2030. This plan is to be submitted to the government by 25 September 2026. The LTDP outlines the proposed programme of transport investment and delivery, building on the previous year's plan and aiming to give the government confidence in how funding will be used. Delegated authority was also approved for the Assistant Director Transport to make minor amendments to the LTDP before the Board meeting on 23 September 2026.

Tiger on Demand Service Reprocurement

The committee recommended that the Combined Authority Board approve the re-procurement of the Tiger on Demand services, which provide flexible, bookable public transport in areas with limited fixed-route services. The current contracts expire on 10 January 2027, and the new contracts are set to begin on 11 January 2027. The procurement approach will involve two lots: a Northern Lot covering Fenland and East Cambridgeshire, and a Southern Lot covering Huntingdonshire and South Cambridgeshire. Delegated authority was approved for the Assistant Director, Public Transport, to finalise the procurement and enter into contracts, subject to affordability, legal compliance, and statutory requirements.

Developer Funding Governance

The committee recommended that the Combined Authority Board approve definitions for business as usual (BAU) and strategic activity in relation to developer funding for bus services. They also recommended the adoption of a decision-making process chart and approved a spending threshold of £500,000 per annum for BAU activity, delegated to the Assistant Director Public Transport. A pooling threshold of £2 million was also approved, with authority delegated to the Executive Director Transport for pooling funds, in consultation with the Chief Finance Officer and Monitoring Officer. This aims to improve the governance and delivery of developer funding for bus services.

Budget and Performance Report

The committee noted the financial position of the Transport Division for the financial year 26/27 up to June 2026. They also recommended that the Combined Authority Board approve the drawdown of Transport Capacity Grant to fund work on the transport and connectivity plan.

Other Discussions

The committee also noted the Combined Authority Forward Plan and the Director's Highlight Report. Updates were provided on the Greater Cambridge Transport Strategy (GCTS), the Transport Strategy Update (including draft Walking, Wheeling and Cycling Strategy, Mobility Hubs Strategy, and Road Safety Strategy), the Capital Transport Programme Prioritisation Framework, and the A141 Outline Business Case. Discussions also touched upon the need for continued engagement with local communities and stakeholders on transport proposals, particularly concerning bus service changes and active travel routes.
