Standards & Ethics Committee

The Standards & Ethics Committee monitors and scrutinises ethical standards for Cardiff Council, its members, and employees. It advises the Council on its Ethical Code, including its content and implementation, and provides training on its application. The committee considers and determines complaints about breaches of the Code by councillors and co-opted members, with the power to impose penalties. It also oversees whistleblowing procedures, considers ethical issues from complaints, and grants or refuses dispensations for members' interests. The committee undertakes statutory functions related to community councils and their members, and recommends guidance on probity to the Council and Cabinet. It hears and determines misconduct complaints against members.
