Purpose

Cardiff needs to develop a schedule of capital and revenue investment proposals aligned with our own priorities as a capital city as well as regional and Welsh Government priorities for economic growth. Proposals will need to cover Local Growth Fund for years 2-3 as well as longer term ambitions for submission to the Cardiff Capital City Region.

Decision

RESOLVED: that

1. the transfer of Local Growth Fund regional planning and oversight to the South East Wales Corporate Joint Committee from April 2027 be noted.
2. the Council be authorised to formally enter into the Local Growth Fund funding agreement for 2026/27 with Rhondda Cynon Taf.
3. authority be delegated to the Director of Development and Growth, to take future decisions required to progress Cardiff’s participation in the Local Growth Fund arrangements with the South East Wales CJC, based on the process outlined in Appendix 2, and in consultation with the Leader of the Council, the Cabinet Members for Investment, Employment & Inclusive Growth, the Section 151 Officer and the Monitoring Officer.
