The Hearing Sub-Panel, composed of three members from the Panel of Independent Persons, reviews complaints referred by the Assessment Sub-Panel regarding potential breaches of the Code of Conduct by subject members. It determines, on the balance of probabilities, if a breach has occurred and, if so, recommends any sanctions.
Any finding of a breach and proposed sanctions must be ratified by the Court of Common Council before they can be implemented. The Town Clerk prepares a report for the Court of Common Council's decision following the expiry of any appeal period.
