Purpose

Consideration of the impacts from the
Government’s Spending Review on Cornwall Council, the
Council’s proposed approach to undertaking its own
Comprehensive Spending Review and response to local government
funding reforms.

DECISION:

 

RESOLVED That:

 
1. 
The Cabinet’s high-level priorities (to be
announced by the Leader at the start of the meeting) be endorsed
and used to shape a more detailed Council (Business) Plan for
2026-2030 to come forward in the autumn.
 
2. 
The further significant Government policy and
funding reforms announced since 18 June, and their impact to
Cornwall Council, be acknowledged.
 
3. 
The Council’s Comprehensive Spending Review
approach as set out in the paper be approved.
 
4. 
Delegated authority be granted to the Chief
Operating Officer (Section 151 Officer), in consultation with the
Cabinet Member for Resources, to approve and submit the
Council’s responses to the Government’s ‘Fair
Funding Review 2.0’ consultation by 15 August 2025, and both
the proposed ‘Outcomes Framework’ and the
‘Modernise and Improve Council Tax administration’
consultationsby 12 September [noting the next Cabinet meeting is
24 September 2025].
