Purpose

Report
in respect of the Cornwall and Isles of Scilly Joint SEND
Commissioning Strategy and SEND Strategy.  The SEND Strategy is a statutory, system-wide plan
that sets out a shared vision and strategic priorities to improve
outcomes for children and young people with Special Educational
Needs and Disabilities through inclusive, co-produced, and
accountable action across education, health, and care
sectors.

Recommendations:

 
1. 
That the Cornwall Joint Strategic Commissioning
Strategy 2025–2030 be approved.
 
2. 
That the Cornwall SEND Strategic Plan
2025–2028 be approved.
 
3. 
That the relationship between the Joint SEND
Commissioning Strategy and the SEND Strategic Plan be
noted.
 
4. 
That the commitment to a partnership-wide approach
to implementation of the Strategy and the Plan be noted,
recognising the shared responsibility of all stakeholders in
delivering the ambitions.
 
5. 
That the lobbying of Government through the F40
Group for a fairer national funding formula to address the current
and historic underfunding for Cornwall through the Designated
Schools Grant be supported.
