The Cornwall Constitution and Governance Committee decided on 01 September 2026 to recommend to Council that responsibility for functions in Section 4 of the Constitution be updated to confirm budgetary responsibilities of the Budget Development and Corporate Finance and Performance Overview and Scrutiny Committees. The Overview and Scrutiny Procedure Rules in Section 8 of the Constitution will also be updated to schedule the Budget Development Committee for three meetings per year and give it a set work programme. Authority is delegated to the Monitoring Officer to update the Constitution accordingly.
