Decision

Resolved that

1. That the Committee notes the Independent Operational and Commercial Efficiency Review of Cornwall Airport (Steer report).
2. That Sustainable Growth and Place Overview and Scrutiny Committee be provided with an updated draft Land Development Plan, taking account of any changes arising from the recommendations of the Independent Efficiency Review.
3. That the Committee recommends that evidence and data, including the economic assessment documents, behind the assumptions made in the steer report are made available to members of this committee, CFPOSC and to Cabinet before decisions are made on the Business plan.

Recommend to Corporate Finance and Performance Overview and Scrutiny Committee

1. That the Corporate Finance and Performance Overview and Scrutiny Committee (CFPOSC) be requested to undertake further analysis of the increasing level of taxpayer subsidy provided to Cornwall Airport Newquay and examine the factors contributing to this increase. (scrutinise numbers and calculations that have led to the conclusions and recommendations in this report).
2. That CFPOSC be requested to consider the structural challenges affecting the performance of Cornwall Airport Newquay, including governance arrangements, complex operating and regulatory frameworks, transparency, and decision-making processes, and to identify any improvements that could be made.
