Decision

It was moved by Councillor German, seconded by Councillor Gripper and

RESOLVED that in recognition the increasing and escalating impacts of climate change on Cornwall's communities, economy, infrastructure, public services and natural environment, and the need to improve preparedness, resilience and adaptation to those impacts, Cabinet is requested to:

  1. Carry out a campaign to increase knowledge and understanding of officers and Members of the causes and impacts of climate change including screening the National Emergency Briefing.
  2. Recommend to the Head of Paid Service that they consider whether the revised Climate and Nature training should be included as one of the suite of mandatory training programmes for officers during the annual review cycle in October.
  3. Continue its leadership in climate action and through the development of the Cornwall Climate Adaptation strategy embeds adapting to climate change within its business planning and budget setting process with members endorsing the need for cross portfolio action and leadership.
  4. Request that the Leader writes to the relevant Secretaries of State in His Majesty's Government, asking them to recognise the increasing impacts of climate change on local authorities, communities and infrastructure, and to provide the long-term funding and policy support needed to strengthen climate resilience and adaptation. The letter should highlight the growing financial and operational risks councils face and the need for coordinated action between Government, local authorities and other organisations responsible for managing climate-related risks. The letter should also advise that Cornwall Council supports a Government-backed prime-time screening of the National Emergency Briefing.
