Purpose
Report seeking approval for a package of
interventions to complement existing housing delivery activities
through the administering of grant programmes and the securing of
new grant funding from Government.
Content
DECISION:
RESOLVED:
1.
That the development and delivery of Cornwall
Council Funded Programme 4 (CCFP4) be endorsed.
2.
That authority be delegated to the Service Director
for Planning and Housing, in consultation with the Portfolio Holder
for Planning and Housing and the Section 151 Officer, to deliver
the Cornwall Council Funded Programme 4 (CCFP4).
3.
That authority be delegated to the Service Director
for Planning and Housing, in consultation with the Portfolio Holder
for Planning and Housing and the Monitoring Officer, to review the
Housing Supplementary Planning Document (SPD) and thereafter adopt
the revised SPD, in consultation with the Portfolio Holder for
Planning and Housing.
4.
That the development and delivery of a Brownfield
Housing Enabling Fund of £4m be endorsed.
5.
That authority be delegated to the Service Director
for Planning and Housing, in consultation with the Portfolio Holder
for Planning and Housing, the Section 151 Officer and the
Monitoring Officer, to make grant offers for a Brownfield Housing
Enabling Fund and the CCFP Programme 4.
6.
That authority be delegated to the Strategic
Director for Sustainable Growth and Development, in consultation
with the Portfolio Holder for Planning and Housing, the Section 151
Officer and the Monitoring Officer, to accept grant allocations of
up to £5m per application from funding programmes where the
Council’s contribution is already part of an approved
programme such as those set out in the report.
7.
That the Council’s capital receipt policy be
waived to allow capital receipts from the Wainhomes shared equity scheme to be ring-fenced
for the provision of affordable housing.
