by Councillor Jordan, seconded by Councillor Perry, and

 
RESOLVED 
that it be RECOMMENDED TO COUNCIL that when there is an
equality of votes for both candidates for the position of Chairman
that the procedure be changed from the toss of a coin to lot and
that a formal addition be made to the Constitution in this respect
(as follows):
 

Voting for Chairman where there is an equality of
votes for both candidates
 
Where there is an equality of votes for both candidates for
Chairman, then the matter will be resolved by lot.  Each candidate’s name will be put into a
suitable receptacle and the individual presiding over the meeting
at that time shall draw one name out of that receptacle.
