Purpose

This
report seeks Cabinet’s approval to recommend to Full Council
the final budget proposals for the 2024-25 financial year, along
with the Medium Term Financial Plan 2024-28, Outcome Delivery
Plans, Equality Diversity and Inclusion Strategy, the annual
Treasury Management Strategy, the annual Capital and Investment
Strategy and Capital Programme 2024-28. 
Prior consideration and scrutiny of the budget and business plan
proposals to be undertaken by all Overview and Scrutiny Committees
in January 2024.

It was proposed by Councillor
Rogerson, seconded by Councillor Mustoe, and
 
RESOLVED
that
 
(i) 
The Committee recognise the excellent work of the
Together for Families Directorate during these challenging times
and that the Council Business and Financial Plans 2024-2028 and
draft Budget 2024-25 be noted.
(ii) 
Officers take note of the comments made by the
Committee (outlined in the minutes) in developing the final
2024-2025 budget proposals and Medium-Term Financial Plan to
2027-28.

Clarification on the amount received by the Council
from the 100% Business Rate retention.
