moved by Councillor Cole and seconded by Councillor Marrington that

The Committee notes that the content of any Level 2
Deal is likely to be quite insubstantial, especially in the context
of Cornwall’s distinct national identity and requests that
Cabinet creates a cross-party panel to develop a more ambitious ask
of the UK Government as a matter of urgency.
 
It was
moved as an amendment by Councillor Keeling and seconded by
Councillor Worth that

The decision by the Committee be deferred until
greater detail of the negotiated Level 2 Deal becomes
known.
 
On a
vote, the amendment was won, with six votes in favour and five
against.
 
The
amendment was put to the Committee as the substantive motion and it
