RESOLVED
that
 
(i) 
The content of the Better Care Fund 2022/23 Year End reporting
template (Appendix 1), submitted to NHS England on 23 May 2023
be
ratified.
(ii) 
The Cornwall and Isles of Scilly Q4 Performance
report Continuous Fund Performance Monitoring Template (Appendix
2)
be noted
(iii) 
Comments on the Draft BCF Plan for 2023/2025
(Appendix 3 and 4) due for submission to NHS England on 28 June
2023 as made by the Board and as outlined in the minutes be noted
by appropriate officers.
(iv) 
Authority be delegated to the Chief Executive of
Cornwall Council for the submission of the final 2023 to 2025
Better Care Fund Plan on 28 June 2023 in consultation with the
Chief Executive of Cornwall and the Isles of Scilly Integrated Care
Board, the Chief Executive of the Council of the Isles of Scilly
and for such plan to be brought back to the next formal meeting of
the Joint Health and Wellbeing Board for
ratification.
(v) 
Authority be delegated to the Chief Executive of
Cornwall Council for the submission of any future 2023 to 2025
Better Care Fund  Plan and Annual Return
submissions which were unable to be brought to the Joint Health and
Wellbeing Board for approval because the deadline for submission
did not align with a Joint Health and Wellbeing Board meeting, in
consultation with the Chairman and Vice Chairmen of the Joint
Health and Wellbeing Board,  the Chief
Executive of Cornwall and the Isles of Scilly Integrated Care Board
and the Chief Executive of the Council of the Isles of
Scilly and for such plan(s) and
return(s) to be brought to the next formal meeting of the Joint
Health and Wellbeing Board for ratification.
(vi) 
That both Cornwall Council’s and the Council
of the Isles of Scilly’s Better Care Fund Section 75
agreements be varied to reflect the scheme changes set out in the
Better Care Fund Plan for 2023-25. Such variations to follow the
necessary approval processes for both Council’s and the
Integrated Care Board.

To circulate the reablement metrics to the Board
once published.

To consider how partnership funds would be
prioritised in the future.
3. 
Consideration to out of county
placements.
