moved by Councillor German, seconded by Councillor Keeling
and
 

RESOLVED:

 

1. 
That the proposed approach to refreshing the
Council’s Business Plan 2022-2026 and developing the
2024-2028 Medium Term Financial Plan (MTFP), together with the
2024/25 Budget, be reviewed and any comments directed to Cabinet
for consideration.

2. 
That the Committee be actively involved in the
review of Cornwall Development and Decision Wheels and Cumulative
Impact Assessments as referred to by officers in the
meeting.

3. 
In respect of the overspends and significant
pressures referred to in paragraphs 1.5 and 2.10 of the report
(housing (emergency and temporary accommodation), home to school
transport, unaccompanied asylum-seeking children and
Children’s Social Care Services), that the relevant Overview
and Scrutiny Committees be asked to review those overspends and
pressures.  However, if the relevant
Overview and Scrutiny Committees are unable to undertake such
review, then the Committee requests that it undertakes the reviews
instead.

4. 
That greater opportunity for Overview and Scrutiny
Committees to challenge the budget proposals be incorporated into
governance timeline.
