It was moved by Councillor Webb, seconded by Councillor Yelland and

RESOLVED that the Committee:

  1. Endorsed the proposed principles for reviewing and prioritising the capital programme through a Sustain, Change and Grow lens in order to make future recommendations to Cabinet and to support the Council in developing a capital programme that is affordable.
  2. Noted that the corporate capital framework would ensure all capital investment proposals are assessed consistently against corporate priorities, affordability, return on investment, strategic fit and delivery readiness.
  3. Noted that a rolling 10-year capital programme is to be developed for 2027/28 and maintained in future years to provide a longer-term planning horizon.
  4. Noted that further work is ongoing to assess the historic build-up of debt, the forward borrowing requirement and the revenue impact of capital financing costs.
  5. Requested that, where significant capital programmes or projects have a specific impact on a local area, discussions take place with the relevant local Members as part of the development and delivery of those proposals.
