Decision

Questions were put to the Cabinet Member for Housing and Planning as follows:

(i)  Clarification on the reason why Cornwall Council was unable to utilise £6.3m of Government Grant to support retrofits in Cornwall.

(ii)  Clarification on the delay in fitting solar panels and the use of private contractors.

(iii)  Clarification on how the Council was progressing in delivering new housing which includes solar panels, grey water recycling and ground source heat pumps.

(iv)  The importance of informing local members of housing delivery within local areas.

(v)  Concern that the Council’s procurement policies and procedures actively discourage and disfavour small local based businesses in Cornwall.

(vi)  Clarification on the number of houses where planning consent had been granted (including affordable housing) but had not been delivered and what Council was doing to unlock those sites.

ACTION:

To provide a briefing paper on the number of homes consent within Cornwall (including affordable homes) that had not been delivered (split between local authority and private sector), the Governments’ future policy of unlocking such sites and implementing compulsory purchase orders (CPOs).
