to occupy land in conjunction with a planning application and more
particularly to allow fencing around the site and scaffolding to be
erected on the land.

To grant a licence to occupy for the purpose
of scaffolding in completion of planning consent

To allow the licence for occupation to be granted to regularise the
current position

Alternative options considered

Not to grant a licence. The land is already
occupied so this option is not considered viable.
