Purpose

Underletting by the head lessee. In accordance
with clause 3.1.8 of the head lease granted by the Council,
permission is not to be unreasonably withheld or delayed. The
officer has carried out their due diligence on the proposed
sub-tenant who appear to be a good covenant.

To allow the continued occupation.
