Purpose

Following the
public consultation exercise in Aug/Sept 2024 this report will
present the findings from the consultation and seek approval to
proceed with Phase 2 proposals in light of the recommendations in
the report
 

Decision

RESOLVED
to:

 

1)   
Approve the proposal to use skill
mix (a mix of different staff) within the health visiting service
to deliver the 2½ year review in 2025-26;

 

2)   
Approve the proposal to deliver a
targeted pre-school review to 3½ year olds in
2025-26;

 

3)   
Approve the proposal to deliver the
antenatal review using a mixture of methods including face-to-face
in the home, virtual or telephone appointments (blended approach)
in 2025-26;

 

4)   
Delegate authority to the Director
of Public Health and the Cabinet Member for Health and Communities
to decide whether to implement a proposal to stop the pre-school
review in 2026-27 if financial modelling require it;

 

5)   
Note that mitigations outlined
within the report and detailed within the Equality Impact
Assessment (Appendix 3) would be put in place to ensure families of
pre-school aged children continued to be supported appropriately to
meet their health and development needs following the
implementation of the targeted pre-school review in 2025-26 and the
stopping of this review if required in 2026-27;

 

6)   
Agree that the local authority
continue to raise longer-term pressures on public health funding in
relation to Agenda for Change uplifts to NHS provided services at a
regional and national level;

 

7)   
Approve the transfer of the
Integrated Specialist Intensive Home Visiting Service into the
Section 75 agreement for 0-19 Public Health Nursing with effect
from 1 September 2025; and

 

8)   
Note the outcome of the public
consultation on the 0-19 Public Health Nursing Service
transformation.
