Purpose
To seek the Cabinet Member’s approval to obtain permission to procure services that were not included in the latest 2025-2026 Departmental Forward Plan - to undertake cash collection from Derbyshire County Council car park ticket machines throughout the County.
This approval will allow an Award of Contract to be approved by the Executive Director, in line with the Council’s Financial Regulations and the Scheme of Delegation.
Decision
That the Cabinet Member approves, under Protocol 2a of the Council’s Financial Regulations, to procure services that were not included in the latest 2025-2026 Departmental Forward Plan - to undertake cash collection from Derbyshire County Council pay and display machines throughout the County using the ESPO Framework for cash handling and cash in transit with an estimated value of £0.100m.
Reasons for the decision
To allow the commencement of the procurement identified in this report and retain compliance with the Council’s Financial Regulations and Standing Orders Relating to Contracts.
Alternative options considered
Option 1: Do nothing - Cash will remain within machines which will lead to further cash payments not being accepted due to the cash box being full, along with the risk of any excess cash being stolen in the event of vandalisation/break-ins. This option is not recommended.
Option 2: Approve 2a procurement and use of ESPO framework – This will allow a compliant procurement to meet the service requirements of Highways and the Countryside Service. In turn this allows the services to meet their income targets and savings in a safe and efficient manner. This option is recommended.
