Purpose

Change the funding recipient from Rural Action Derbyshire to FareShare to purchase FareShare subscriptions for food pantries across the county to build resilience in the food pantry sector and support a switch from foodbank to food pantry provision.
 

Decision

That the Cabinet Member for Communities and Safety approves a partial change to the recipient for a proportion of funding approved by Cabinet on 21 May 2026, to support Feeding Derbyshire FareShare subscriptions (from Rural Action Derbyshire to FareShare Midlands). 

Reasons for the decision

This will enable ongoing strengthening of the Derbyshire Food Pantry network and work towards the objectives of building resilience in the food pantry sector and supporting a switch from foodbank to food pantry provision.

Alternative options considered

Option 1: Do Nothing - This is not the preferred option as following further engagement the original funding proposals are not feasible.

Option 2: Do not deliver this part of the CRF delivery plan – This is not a preferred option. Food insecurity is a significant cost of living issue. CRF funding is aimed at preventing crisis and building resilience to withstand future financial pressures including the ability to secure food. Supporting food pantries is a sustainable approach to preventing crisis.

Option 3: Reduce the amount of funding to Rural Action Derbyshire - This is not a preferred option. This could result in an inequitable approach across Derbyshire that would not meet need.

Option 4: Look at an alternative delivery model and change the grant funding recipient for some of the funding – This is the preferred option. It will enable population needs to be addressed and individuals supported to prevent crisis.
