Purpose

Decision
RESOLVED to, subject to the agreement of all ten Derby and Derbyshire councils to create the LGR Implementation Reserve and approve their respective contributions and the completion of an Inter- Authority Agreement:
1) Approve the proposal for Derbyshire County Council to act as the host authority for the LGR Implementation Reserve across all ten Derby and Derbyshire councils;
2) Approve the proposal for Derbyshire County Council to act as the Contracting Authority to secure external support in the form of a Delivery Partner for LGR, on behalf of the ten councils in Derby and Derbyshire;
3) Authorise the Executive Director - Corporate Services and Transformation in consultation with the Section 151, Monitoring Officer, and the Portfolio Holder for LGR and Transformation, to finalise the procurement and to award the contract(s) for Delivery Partner for LGR to the preferred provider subject to the proposed compliant process being undertaken;
4) Note that Derbyshire County Council may be asked to act as contracting authority in relation to other contracts or act as the employer for LGR programme roles as deemed appropriate and adds ‘Other contracts required for delivery of Local Government Reorganisation programme’ at a value of £2m to the commercial pipeline;
5) Authorise the Executive Director – Corporate Services and Transformation to agree the Heads of Terms for the Inter-Authority Agreement in consultation with the Cabinet Member for LGR and Transformation; and
6) Authorise the Executive Director – Corporate Services and Transformation, in consultation with the Director of Legal and Democratic Services to enter into the Inter-Authority Agreement.
