Full council record

Purpose

The proposal of the tender is to increase value of Green Space across Doncaster through enhanced provision along with generating a source of income for the service area.
This ODR is to seek approval to hold a tender process requesting vendors to submit a bid for the selling of food and refreshments in selected council parks and open spaces.
Several of Doncaster council's parks and open spaces have been identified as opportunities for income generation and economic growth. Furthermore, the council has received expressions of interests from private vendors to sell within our parks and open spaces. The tender aims to create a stream of revenue as well as increase foot fall for Doncaster’s parks and open spaces.
This tender is on behalf of Street Scene and the Future Parks Manager.

Decision

To offer out an initial licence to providers allowing permitted sales of food and refreshments in various parks and open spaces across Doncaster through a formal tender process.

Alternative options considered

ALTERNATIVE OPTIONS CONSIDERED AND REJECTED
- Consider doing nothing and continue as is – rejected. The existing vendor in the one park is out of contract and would need a new contract to carry on in coming years. If not issued then this would lead to a loss of facilities within the park, a loss of revenue to the council and could be in breach on council procurement rules. There would be no change in improving Doncaster’s green spaces via enhanced provision.
- Consider issuing a contract covering all parks and open spaces – rejected. This could exclude smaller and local businesses from providing this service in their local areas and reduce competition.
