Purpose
The various wastes collected by the Council as part of its day-to-day activities are collectively
termed “Local Authority Collected Waste” (formerly known as Municipal Waste).
The Council has a duty to collect and / or dispose of Local Authority Collected Waste
[‘Controlled Waste(s)’] pursuant to:
a) Section 45 (1) of the Environmental Protection Act 1990;
b) Section 51 (1) of the Environmental Protection Act 1990;
c) Section 89 (1) (2) of the Environmental Protection Act 1990;
and other relevant legislation that requires the Council to remove items deposited on land such
as the Highways Act 1980 (excluding liquid wastes).
The Council has various re-use, recycling and recovery contracts in-place for managing Local
Authority Collected Waste.
The Council entered into a four [4] year Contract [with AWM] for the disposal of ‘Municipal
Waste’ on 5th April 2020. This Contract provides an outlet for the proportion of Local Authority
Collected Waste that remained unsuitable for existing re-use, recycling and / or recovery
contracts due to their composition, size or weight. For example:
a) Bulky Waste Items that exceed 25kg in weight.
b) Bulky Waste items that will not fit into a standard receptacle for Household Waste.
c) Mixed Municipal waste from fly-tipping.
The Contract with AWM is due to expire on 4th April 2026.
Procurement Regulations and Financial Procedure Rules required the Council to undertake a
new procurement exercise for the above Contract to ensure continuation of service delivery after
the expiry date.
The Council has now conducted a procurement exercise in compliance with Public Procurement
Regulations in accordance with decision ref: PLACE25 0123.
