Purpose

Planned spend for the Inpatient Detoxification Consortium is included in City of Doncaster Council Budget report for 2026 27
Doncaster remains lead for the Consortium, currently in year 2 of a 3 (plus 1 plus 1) year contract with the IPD providers.
The Inpatient Detoxification allocation is now part of the Substance Misuse Public Health Grant in 2026 27, with Local Authorities member’s contributions laid out in the decision record, from which funds City of Doncaster Council commissions the IPD services on behalf of the Consortium.

Decision

To utilise the Inpatient Detoxification (IPD) Allocation as per the table below, via contract variations for 2026 27 of existing contracts for IPD with Greater Manchester Mental Health NHS
Foundation Trust (Chapman Barker Unit) and Rotherham Doncaster and South Humber Mental Health Foundation Trust (New Beginnings).

Alternative options considered

Not to utilise the allocation would result in detoxification episodes not being commissioned for Doncaster and neighbouring local authority substance misuse clients
