Purpose

The Public Health Grant Substance Misuse allocation 2026/27 to 28/2029 is included in the City
of Doncaster Council budget report and this ODR relates to the spend on Grants for local services. This spend forms part of the Office of Health Improvements and Disparities plan for Doncaster 2026/29 in accordance with the National Drug Strategy, From Harm to Hope. Combatting Drugs Partnership agreed an outline budget for a three year substance misuse
public health grant allocation 26/27-28/29 on 7th January 2026.

Year 2: £374,419.92 for 2027/2028
Year 3: £387,524.62 for 2028/2029

Project 6 is an award-winning voluntary sector drug and alcohol charity working across South and West Yorkshire. Prior to Project6 the service was known as Doncaster Alcohol Services which had been delivering services for people experiencing challenges connected alcohol use and multiple disadvantage for Doncaster communities for over 30 years.

The funding for Project6 will continue to enable 5 specialist staff working with BAME, LGBTQ, Eastern European communities and older people. The funding will also further support ‘Better Together’ the Lived Experience Recovery Organisation based within Project6 to engage with recovery communities in Doncaster.

The Council has undertaken a subsidy control assessment for this grant. The grant is deemed to be a subsidy. The Council has applied the subsidy control principles and has concluded that the
