Decision

To retender sexual and reproductive health services for adults using a new integrated service delivery model.

Alternative options considered

Do nothing and allow contract to end. The current contract for Adult Sexual Health Services will end on 31/03/2027 as there are no further extension options available in the contract. Adult sexual and reproductive health services deliver essential service provision for the residents of Doncaster and any gap in delivery would present significant risks to public health, including reduced access to testing, treatment and prevention services, potential increases in undiagnosed infections and unplanned pregnancies, and wider negative impacts on health and wellbeing.

Reprocure the service using the current three-lot model. A procurement exercise where the contract was divided into three lots was undertaken and abandoned in late 2025/early 2026 in order to secure a model that better aligned with strategic priorities and the needs of Doncaster residents. Undertaking a further procurement exercise using the same model is unlikely to be a good use of Council resources and a further exercise that is abandoned could present a risk of a gap in service provision due to the current contracts ending in March 2027. We believe that an integrated model would present benefits to Doncaster residents relative to a three-lot model.
