Decision

To approve the tender and award of a 5-year contract (3-year main term plus the potential for two x 12-month extension periods) for an 8-bed Mental Health Supported Accommodation service on Morley Road.

The maximum annual value of the contract for year one will be £94,140 and will be procured for a three-year main term contract with the option to extend for a further two x 12-month periods. Should the extension periods be utilised, the whole life value will be £470,700 without the application of an annual increase.

The budget is already approved in the annual budget setting process therefore a Key Decision is not required.

Alternative options considered

Do nothing - not recommended as the current contract is due to expire in February 2027, which would require contract exit arrangements to commence immediately. This would require
vulnerable individuals accommodated at Morley Road to be given appropriate notice, making them at risk of homelessness, and alternative accommodation would need to be sourced during the exit period. This would also leave a gap in provision for any vulnerable people needing specific mental health supported accommodation in the future when leaving a more acute mental health setting as Morley Road would no longer be an option.
