Decision

To approve xxxxxx capital funding for the replacement of the heating boilers at Bentley My Place.

To add the boiler replacement to the Place 2026/27 Capital Programme, where the scheme will be delivered and monitored.

Alternative options considered

Do Nothing – Rejected as not feasible.
Failure to undertake these works would leave building occupants without adequate heating during colder months, resulting in discomfort, reduced productivity, increased risk to the
health and wellbeing of vulnerable users, and potential disruption to service delivery. Low internal temperatures can also lead to deterioration of the building fabric, increased risk of condensation and mould growth, and potential damage to building systems.
The Council has a statutory duty to provide and maintain heating systems that are safe and fit for purpose. The works will support compliance with the Health and Safety at Work etc. Act 1974, which places duties on employers and building operators to ensure the health, safety and welfare of employees and other building users. The replacement will also assist compliance with the Workplace (Health, Safety and Welfare) Regulations 1992, which require workplaces to maintain a reasonable indoor temperature and provide adequate
heating where necessary.

Replace the Boilers – Preferred Option.
Replacing the boilers represents the most cost-effective and practical solution to ensure service continuity to young people.
