To publish Dorset Council’s Performance Management
Framework, which provides an explanatory overview of how performance
data flows through the organisation, including its escalation routes,
governance pathways, and processes for public transparency and scrutiny.
Reasons for the decision
The document provides the full written articulation of the
diagrammatic performance framework previously considered by both Scrutiny
Committees and Cabinet. The explanatory text adds the detail, context and
clarity required for officers, elected members, and the public to
fully understand how the framework operates, supporting consistent and
transparent performance governance.
Publication of the document aligns with best practice
in performance management and has received endorsement from the Cabinet Member
with responsibility for Performance.
Alternative options considered
Three
alternative options were rejected-
1.
To not publish the Performance
Management Framework
This would reduce organisational
transparency, weaken accountability structures, and contradict best practice.
It would also limit employees’ members’ and the public’s understanding of
performance governance.
2.
To publish only the diagrammatic
version of the framework
This would not provide the required
explanation, context or supporting text needed for
officers, members and the public to understand the framework in full
3.
To not have a performance
management framework in place
This would expose the council to risk, reduce
consistency in performance reporting, and conflict with statutory expectations
around Best Value, transparency and evidence-based governance.
