Purpose
Reason for the
decision
Feeback was received
from a number of members of the public that it was unfair that the Restricted
Mobility Parking Permit was unavailable to over 65-year-olds who received
Attendance Allowance but none of the current eligibility allowances. Under
65-year-olds can receive Disability Living Allowance or Personal Independence
Allowance, however this is removed at 65 years old and replaced by Attendance
Allowance.
Research into the
eligibility requirements for Attendance Allowance was undertaken and this
showed that we could be discriminating those over 65 in the current policy. A
discussion was held between Parking and Customer Services (who manage the Blue
Badge scheme on behalf of Parking Services), and it was agreed that Attendance
Allowance should be added as eligibility evidence for a Restricted Mobility
Permit.

Budget Implications
It is believed that
the budget implication will be minimal as only a few people have requested
Attendance Allowance be added to the eligibility criteria, thus we should not
see a large increase in take up of the permit.
