Purpose
Cabinet to agree the roll out of the food waste
service.
Decision
It was RESOLVED that Cabinet approved
that:
a. From 31 March 2026,
a weekly domestic food waste collection service will be introduced
for East Hampshire District Council.
b. The East Hampshire
District Council's procurement team will undertake a procurement
exercise for the seven vehicles and the necessary caddies to
implement a food waste service, Capital to be sourced from the new
burdens grant funding.
c. Delegated authority
be given to the Executive Director of Operations, in consultation
with the Leader and Portfolio Holder, the Monitoring Officer, and
the 151 Officer, to conclude the procurement process and award
contracts for the vehicles and caddies.
d. Delegated authority
be given to the Executive Director of Operations, in consultation
with the Leader and Portfolio Holder, the Monitoring Officer, and
the 151 Officer To extend the Service Level Agreement (SLA) with
our Joint Venture (JV) Partner, East Hampshire Norse (EHN), to
include the Mandated weekly Food waste collection
service
The Overview and Scrutiny Committee considered this item at
its meeting held on Thursday 3 July 2025 and made an additional
recommendation for the Cabinet to
consider:
“That Cabinet write to the Minister of State to
invite the Minister to propose a statutory instrument adding East
Hampshire District Council (EHDC) and other district councils (on
request), to delay the implementation of food
waste.”
The Leader took the opportunity to thank the Committee for
their thorough consideration of this item.
Cabinet agreed not to take the Overview & Scrutiny
Committee recommendation forward, and provided the following reason
that:
As the Food Waste Collection Service is a statutory service
with a statutory deadline, East Hampshire District Council will
press ahead ‘as it is’.
