Purpose

The Executive Director of Community is a
Designated Officer who is able to submit bids for grant funding
and/or other financial assistance to Government departments and
other organisations for projects and initiatives consistent with
Council policies following consultation with the relevant Cabinet
member, and to enter into any such agreements and arrangements as
necessary to secure such funding, in accordance with the Contract
Standing Orders (as set out in the Constitution Part 2 Section G2
Officer Scheme of Delegation, paragraph 16).

Decision

The Executive Director of Community to approve
the submission of an application to Hampshire County
Council’s Active Travel Grant Scheme for Tier 2 Authorities
for £38,000 of exclusively revenue funding to undertake a
project to promote uptake of Walking and Cycling in East Hampshire
subject to the receipt of future funding being recorded in the
Council’s accounts and any conditions or financial
obligations placed upon the Council being advised to the CFO (in
compliance with Constitution Part 3 Financial Procedure Rule
G140).
 
If the funding application is successful then,
the Executive Director of Community to approve:
 
a) entering into a funding agreement with
Hampshire County Council (HCC) in order to access Hampshire County
Council’s Active Travel Grant Scheme for £38,000 of
exclusively revenue (external).
b) Entering into a funding agreement with a
delivery partner to deliver the abovementioned project.
