Decision

It was RESOLVED that:
 
a)             
the comprehensive
work undertaken by the EHN Board of Directors to develop a robust,
detailed, and compliant Business Plan was
acknowledged.
 
b)             
The East Hampshire
Norse (EHN) Business Plan for 2025/26 Update as set out in Appendix
A, was approved.

 
 
Reasons for the Decision
 
to provide the Sub Committee with an officer assessment of
the final and complete draft of the East Hampshire Norse (EHN)
Business Plan for 2025/26 (Appendix A), following a rigorous
development process. The document is now a robust strategic
document that is fully compliant with the EHN Shareholders'
Agreement and Articles of Association.
 
Following the Shareholders Sub Committee's feedback on
previous drafts, the EHN Board of Directors completed a final
revision of the 2025/26 Business Plan. This latest version
successfully incorporates all the detailed additions requested by
officers to provide the necessary level of assurance.
 
 
Alternative Options Considered
 
The initial draft submitted by the EHN Board lacked a
strategic narrative and, most critically, failed to address the
fundamental governance requirements of our partnership.
 
The final version of the plan is now substantively
complete. There were key improvements that provide the necessary
assurance.
