Purpose

For the Cabinet to consider the recommendations in relation
to the designation of Horndean Parish
as a neighbourhood area.

Decision

It was RESOLVED that the
Cabinet:

Approved the Horndean Parish Council application for the parish
to be a designated neighbourhood area.

Reasons for the Decision

For the determination of the application submitted by
Horndean Parish Council to East
Hampshire District Council (EHDC), for the designation of the
parish as a neighbourhood area.

Alternative Options Considered

Option 1
Do nothing and do not approve the designation
of Horndean Parish to be a neighbourhood area This option is not recommended
by Officers on the basis that it would not be legally compliant
with Section 61G of the Town and Country Planning Act 1990.

Option 2

Approve the designation for Horndean Parish to be a neighbourhood area. As the
submission from the Parish Council is in accordance with the
Neighbourhood Planning (General) Regulations 2012 Regulation 5, it
is desirable for the entire parish to be designated and the
designation would not impact any other existing designated
boundaries, there is no reason not to approve the
designation.
