Purpose

To receive and consider the recommendations of the report, in relation to EHN Q3 and Q4 performance and finance reporting.

Decision

It was RESOLVED that the Shareholders Sub Committee:

a)              Noted: The EHN Q3 and Q4 2025/26 Performance Report submitted by the Partnership Director, and the genuine operational improvements.

b)              Noted: The officer commentary includes the suggestion for the additional shareholder visibility points at section 4.3 of this report.

c)              Agreed: Future quarterly performance reports include, alongside the existing narrative content:

·       An agreed suite of company performance measures (KPI)

·       Cross-analysis of operational performance against the EHDC KPI targets set out in the approved Business Plan for the relevant year;

·       An operator licence compliance and fleet condition statement;

·       Staffing matters to include sickness absence figure (alongside the existing trend commentary);

·       A short status note on any in-flight Reserved Matters under Schedule 1 of the Shareholders' Agreement.

Reasons for the Decision:

To provide the company's Q3 and Q4 2025/26 Performance Report (Appendix A) submitted by the Partnership Director on 12 May 2026, and to support the shareholder in understanding the company's performance report.

Alternative Options Considered:

None - The delivery of waste, recycling, street cleansing, environmental, and cemeteries services directly supports the EHDC Council Strategy 2024-28.
