Purpose
Portfolio Holder Delegated Decision taken pursuant to Part Two, Section D Article 20. ‘The Cabinet (Executive) Functions (for all non-key decisions that are non-urgent)
Decision
That the Leader of the Council authorises the delegation of authority to the Executive Director of Operations, in consultation with the Portfolio Holder for Regulation and Enforcement, to prepare, approve and submit all necessary representations, statements, reports and other responses on behalf of East Hampshire District Council as required throughout the Development Consent Order process for the Hampshire Water Transfer and Water Recycling Project.
This delegation shall include authority to:
· Submit Relevant Representations to the Planning Inspectorate.
· Prepare, approve and submit a Local Impact Report.
· Prepare, approve and submit Written Representations.
· Prepare, approve and submit a Statement of Common Ground.
· Respond to Examining Authority questions.
· Submit hearing statements and post-hearing submissions.
· Make representations at hearings and meetings during the Examination.
· Submit comments on documents produced by the Applicant, statutory consultees or other Interested Parties.
· Respond to any consultation undertaken by the Planning Inspectorate during the Examination.
· Agree factual updates, amendments and revisions to submissions where required.
· Undertaken any other actions necessary to enable the Council to participate effectively in the Development Consent Order process.
All submissions shall be made following consultation with the Portfolio Holder for Regulation and Enforcement and shall be consistent with existing Council policy and previously agreed Council positions.
