Purpose

The Shareholders’ Sub-Committee to consider the recommendations of the report, in relation to East Hampshire Norse (EHN).

Decision

It was RESOLVED that the Shareholders’ Sub Committee NOTED:

The Annual Health and Safety Report 2025/26 and the officer assessment, including the requirement for EHN’s next quarterly report to confirm the status, owner and completion evidence for the RAMS, training record, management system and vehicle safety improvement actions.

Reasons for the Decision

To present EHN’s Annual Health and Safety Report for the period 1 April  2025 to 31 March 2026 and provides officer commentary to support shareholder oversight.

Alternative Options Considered

Option 1

note the annual report without officer qualification, has been discounted because the report itself identifies material assurance gaps and a significant vehicle accident profile.

Option 2

Request a separate action plan immediately, is not recommended because the Company has already set out an improvement programme. The  proportionate route is to require evidence of delivery in the next quarterly report.

Option 3

Note the report with a focused reporting requirement, is recommended. It maintains clear shareholder oversight without transferring operational management to the Sub Committee.
